The sense I've gotten here is that people are generally kept in line through simple social pressure. But when that doesn't work, no one's actually prepared and so they make snap decisions.
[He doesn't say Gaby specifically here because he does mean it in general; it's a pattern he's noticed from several people at this point. It's also a pattern that can be very dangerous.]
