Technically, the official policy from the Emperor makes murder illegal but officers still find ways to eliminate each other. And the man who had Maketh killed certainly wasn't going to face any consequences because he had so much favor with the Emperor and High Command.
Accidents happen in training or are just part of life. I can't count how many 'accidents' I managed to avoid over the years.
